Teacher engagement ensures legitimacy in policies.

Image
The Santiago Consensus , recently adopted by the international community at the first-ever World Summit on Teachers , emphasizes teachers’ power as the cornerstone of education. It underlines teaching as an inherently collaborative profession built on collective empowerment and impact. Beyond its relevance in teacher learning and in school-based structures, collaboration is influential in the development of education policies and international initiatives championing innovation, such as the UNESCO-Hamdan Prize for Teacher Development (the call for applications is still open). Active involvement from teacher unions and professional associations helps amplify teachers’ voices in educational decision-making processes. Whether through consultation, co-design, or structured social dialogue, teacher inclusion ensures legitimacy in policies grounded in classroom realities.

Focus on developing school leaders’ preparedness to share responsibilities through openness, collaboration and partnerships.

The recent UNESCO GEM Report on leadership in education found that only about half of countries emphasize teacher collaboration in their leadership standards . And barely one third of leadership programmes reviewed focused on developing school leaders’ preparedness to share responsibilities through openness, collaboration and partnerships. Only a few countries highlight the value of teacher collaboration in teacher evaluations as well, acting as an incentive for teachers to embrace leadership roles. The Report called for policies on shared school leadership to be developed and implemented.

Teachers need training to lead education Transformation.

A new fact sheet by UNESCO Institute for Statistics (UIS) & Teacher Task Force, estimates that only 14% of low-income countries have policies mandating continuing professional development for primary school teachers. The trend is declining, with the share of trained primary teachers in sub-Saharan Africa dropping from 85% to 69%, and trained secondary teachers from 79% to 59%, between 2000 and 2024. This lack of support for teachers undermines educational quality and equity, contributing to more teachers leaving the profession. The global shortage highlights the urgency: 44 million additional teachers are needed by 2030 to achieve universal primary and secondary education. " On this World Teachers’ Day, UNESCO, ILO, UNICEF and Education International call on governments, partners and the international community to make a collective commitment to ensuring that collaboration is recognized as a norm within the teaching profession – because it is only through effective cooperat...

In parallel, global education frameworks have emphasized the collective and relational nature of teaching , underlining that quality education is shaped by cooperation, shared responsibility and professional solidarity. The Importance of collaboration.

Image
Teachers play vital roles in education systems and drive learning, inclusion and innovation in schools and societies. Yet many teachers carry out their work without collaborative structures to support and strengthen their pedagogy, agency, professionalism and well-being. In many education systems, the teaching profession remains marked by professional isolation, fragmented structures and a lack of opportunities to build collaborative networks and relationships with peers, mentors and school leaders. This has an impact on educational quality and equity and related issues like teacher attrition. By 2030, the world will require an additional 44 million teachers to achieve universal education targets (UNESCO & TTF, 2024) , a condition exacerbated by the high rates of attrition witnessed globally. Reframing the teaching profession as an inherently collaborative profession — sustained by policies, practices and learning environments that value mutual support, shared expertise and jo...
